Wybalena Grove is a community of over 200 individuals living in 105 houses. A harmonious community requires rules, as well as consideration for others. Maintaining those features that make Wybalena Grove such a desirable place to live requires residents to follow guidelines that have been established over several decades.
Landscaping
The 1984 AGM resolved to adopt the Wybalena Grove Development Framework. This document defined policy and practices to be followed for the management of the property. There was also a landscape maintenance plan.
Tree safety on the common property is addressed in several ways:
Any resident concerned about a tree should raise it by email with the Grounds Coordinator and EC.
Our grounds maintenance contractor also alerts the Grounds Coordinator.
Our Grounds Coordinator and others survey the site for damage follow severe storms.
We consult our preferred arborist when specific trees might be of concern.
We engage a consulting arborist to undertake a site-wide audit at approximately 18 month to 2 year intervals.
Fire plan

Information book
The Wybalena Grove Information Booklet (2025) provides current information to owners and residents about the principles, policies and practices which underlie the development and maintenance of Wybalena Grove.
The framework for the operation of an Owners Corporation is provided by the Unit Titles (Management) Act 2011.
The Wybalena Grove Rules were adopted by the General Meeting of 24 March 2021, updated by AGMs 14 July 2021, 18 July 2023 and 23 June 2025. An Owners Corporation's Rules are legally enforceable and function as an extension of the Unit Titles (Management) Act 2011.
When making changes to your unit or unit title you must complete a Neighbour consultation form for each immediate neighbor prior to submitting a proposal to the Executive Committee (EC).
Sinking Fund
The purpose of a Sinking Fund and its associated Sinking Fund Plan is to smooth out large but infrequent costs associated with common property infrastructure. Sinking Fund expenses contrast with routine, regular expenses that are typically included within the annual Administrative Fund budget. By planning and levying a regular amount each year for the Sinking Fund, owners are spared large, unexpected increases in levies. The Sinking Fund can be used for anticipated repair, maintenance, upgrade or replacement of common property and for the acquisition of new infrastructure.
Insurance
Wybalena Grove has a standard strata insurance policy. The policy includes cover for all the built structures including the units but residents should take out their own contents insurance. The Owners Corporation’s public liability on the common property is covered but owners are advised to have their own personal liability cover. Heritage
Wybalena Grove was nominated to the Interim Heritage Places Register in 2005, where it is treated as though it were already listed on the Heritage Register. That nomination is currently under assessment. In practice, this means that any proposal to alter a unit in the Grove that requires a Development Application (DA) will go before the Heritage Unit and ACT Heritage Council for review as part of the DA process.
In 2019, Wybalena Grove was given the Sir Roy Grounds Award for Enduring Architecture by the ACT Chapter of the Australian Institute of Architects. The award citation is a good summary of what makes Wybalena special.
